I can safely say that you will have nobody in Vienna mentioning Oktoberfest. While you might occasionally see girls dress up in Dirndls dresses in german states near Bavaria, like Baden-Wuerttemberg, people would look puzzled at girls doing that in Vienna.

But maybe you're talking about the small clones that you can find in almost every bigger city in German speaking Europe. But these Oktoberfest are really small. Just like a normal party, whereas the Oktoberfest is the biggest organized party worldwide (immo). So I think you're friend just mixed up Austria and Germany.
