It looks like Cascata dos Anjos in Ponta do Sol on the Portuguese island Madeira, and the photo was made by Marco Bottigelli.

1@PeterM yes, there must have been some postprocessing. I noticed it too, wondered if it was really the same photo, but it must be; just check the patterns in the sea and the waves on the shore. Commented Mar 17, 2023 at 13:11

2@Vikki, do you need a release for someone who can't be identified who's in a public place? It's also plausible that they prefer to avoid having people in the frame (I've not been paying much notice to the photos shown so far, so maybe I'm miles off!) Commented Mar 18, 2023 at 0:36

4@ThomasRedstone The requirement of a release for is going to depend on the jurisdiction. Given that Windows is used globally, the easiest legal solution is simply to not include people. As JonathanReez pointed out, Windows screen savers don't have people in them. I can't say whether this is stylistic or legal, but the legal implications are genuine.– Peter MCommented Mar 18, 2023 at 13:12
