If you are banned from the USA due to a criminal conviction, a prior overstay, or lying to immigration officials, it is unlikely you would be added to the No Fly List just for that.

Mar 25, 2017 at 19:21 comment added phoog Yes. You're banned from passing through immigration control, but not through the country's airspace. It really must be a direct flight, though. You can't have a stopover at a US airport. This is a comment because I could not find an authoritative source to support a proper answer.
