Mar 15, 2017 at 1:56 comment added choster Asking "what's the best" invariably devolves into personal opinion, but I think your question could be of value if, for example, you were more specific about what tradeoffs you are willing to make for accessibility, data usage, etc. In particular, not every service is available in every country, to call every country. So Rebtel may make the most sense for one person's calling pattern, Google Voice for another, Ooma to yet another, and so on; there are scores of providers all around the world.
