Jan 21, 2017 at 7:43	comment	added	Crazydre		@phoog As you can see, the Netherlands only allows TWOV for holders of non-EEA/Swiss refugee travel docs who are permanent residents of Canada. As such, Canadian temporary visa holders cannot use a South African refugee travel doc to TWOV.

See the-netherlands.org/shared/products-and-services/…; though it does not explicitly mention non-passport travel documents, it does say "Travelers, even though they have a visa required nationality, are exempt from having an airport transit visa for transit if they ... Hold a visa valid for a member state of the European Union or the European Economic Area, Canada, Japan or the United States."
