Jun 30, 2016 at 21:36 comment added phoog @LampPost she normally wouldn't need a visa at all, but if she did, she could apply for it anywhere outside the UK, not just in the US. Schengen consulates are allowed to accept applications only from those residing in their territory, but UK consulates do not have such a rule.
