The law formerly included such a penalty, but the provision for the penalty was repealed in the 1970s. There's evidence online of having to pay an administrative fee to get a "waiver" of the requirement, but I've also seen stories saying that the person was admitted with no more than a stern admonition to have a passport for future border crossings. | |

A SS card that isn't endorsed as "valid for employment only with authorization" will prove that the person was authorized to work in the US at some point. But the person might have had any of a number of temporary nonimmigrant work visas. | |
