Dec 16, 2015 at 18:28 comment added phoog @Kris the most common reason for buying more seats than people is to transport bulky fragile items, such as large musical instruments, as hand luggage. Whether the cello gets an allowance for a hand bag of its own seems perhaps irrelevant. Another reason is to accommodate people who don't fit in a single seat. I suspect therefore that airlines may have policies thatdepend on the reason the extra ticket was purchased.

Dec 16, 2015 at 16:35 comment added Kris I wouldn't be surprised if the allowance is per passenger on most airlines regardless of the number of tickets you hold. You may be better off buying a business class ticket (they usually come with more generous carry-on limits)
