Apr 1 at 19:38 comment added littleadv @phoog so you're arguing about the semantics of "presenting", but the OP is asking about "not having at all". I don't care really about your personal experiences, the law has its requirements. Sure, you can tell the OP to do whatever and hope to never be caught... but what if they are? Too many times posters on this forum suggest breaking the law for convenience just because they anecdotally either have done it themselves or know of someone else who's done it and didn't get caught.
Apr 1 at 19:21 comment added phoog Regarding the linked regulations: they say that US citizens must have a US passport when leaving the US, not that they must use it. It is perfectly acceptable to leave the US using a foreign passport while carrying a US passport in your pocket, without "presenting" it to anyone as CBP claims is required. Regarding my comment from 2018: I'm now talking about flights from the US, not flights to the US as I was then.
Apr 1 at 17:57 comment added littleadv @phoog is that you in the linked question? - "<at>CannonFodder the airline won't let her board a flight to the US without a passport. – phoog Nov 16, 2018 at 22:37"
Apr 1 at 17:48 comment added littleadv @phoog so the CBP is wrong, and you're right? Pretty presumptuous. Here's the federal regulations for your education.
Apr 1 at 16:46 comment added phoog I'm not arguing with CBP; I'm saying that the linked article is incorrect. It doesn't agree with statutory law or federal regulations, and it doesn't reflect the actual practice and procedures of CBP nor of airlines who operate flights departing from the US.
Apr 1 at 15:57 comment added littleadv @phoog are you arguing with the CBP here?
Apr 1 at 15:00 comment added phoog "U.S. citizens (including infants and children) departing from or entering the United States by air are required to present a valid U.S. passport to board an international flight": this isn't actually true, at least not for dual citizens who have a non-US passport to present for a flight departing the US, unless there has been a recent change in policy or administrative procedures.
