The page you linked to clearly states "Both passports (the valid and the expired one with the visa) should be from the same country." which is not the case now. If you're saying the page I linked to IS an official website, it's run by a third party, albeit one that is contracted by the US govt to provide visa services.

My visa to travel to the United States is still valid but in my expired passport. Do I need to apply for a new visa with my new passport?"
