Many (most) jurisdictions in Canada now will apply fines and/or jail time to people who violate this self-isolation requirement when arriving from abroad.

That means you go directly to your house and do not leave for ANY reason for the following two weeks. If your home does not have sufficient supplies for you to stay that long you MUST arrange for someone to bring supplies to you. Do not leave during your isolation period!

If Canada does not have the capacity to admit and quarantine returning citizens, then a decision to refuse entry to Canada could in fact be legal and constitutional.

There are going to be lots of illegal/unconstitutional things happening in the near future. Personally, I think you should avoid unnecessary travel and hope for the best.
