South of Sedona is correct according to the tripadvisor link cited. I-17 terminates in Phoenix, you cannot go south of Phoenix on I-17.

Plus, Saguaro grow well north of Cave Creek. There are many, many scenarios where Saguaro's occur naturally more than 20 miles north of Phoenix. If you want to see a LOT of Saguaros go to Cave Creek, It's only a few miles from I-17. They're very easy to find. They're as dense or more than the top picture. I can give you directions if you like. Saguaros are found over a wide range, but only occur densely in a few places. There are also many other native cactus there. | |
