todayToday, my grandma's application for a travel Visavisa has been rejected. She has a refugee travel document since she's been living in Germany (Shes. She's been living therefor 30y) nowthere for 30 years. Her sole purpose of entering is just to visit her children who are usUS citizens. Also, it's not the first time she went there, I guessto the US; she's been there for at leastabout 5 times, so considering.

Considering all these facts, the Visa wouldvisa should have been granted. She She was told that there are new policies in place prohibiting all people with refugee travel documents from entering the United States without any exceptionand there are no exceptions. 

I didn't find anything on the internet, does anybody know something about. What has changed that?
