According to the Mumbai International airport website, the airport transfer service runs non-stop 24h:
For tips and tricks on where to sleep in the airport, see our other question on the topic: Where to spend a night in the Mumbai airport
Having done this, I can confirm I needed no more than about an hour to get through security and exit immigration - although I was travelling through the "business" lane for both (not in Business, but I have OneWorld Sapphire). Mumbai seemed very efficient. If I were doing the journey again, I would arrive 2 hours before, just in case.
With the speed of India, it could be longer than 2-3 hours. Also, I'm not sure if this is still true, but BOM airport always seems to be under construction, so the shortest route through the airport could be closed. Since you're Sapphire, the business class check-in lanes aren't that long usually. I would strongly recommend checking in online to reduce check-...

There is also an option of sharing taxis to Churchgate Station & from Andheri Station to the airport.
Keep in mind the traffic. It can take about an hour or more from Andheri Station to the airport during rush hour as against 20 minutes during the morning, ahhh the fast train can be really really crowded I would prefer the slow train during the day.
You can easily spend that time at the airport. There are multiple lounges, and some are even open 24/7.
If you really want to spend your time relaxed; try the pranaam lounge - a 6 hour pass will cost between 45 and 55 USD.
Your credit card may also grant you access to the loyalty lounge at Terminal 2.
The to-go guide for these question is http://www.sleepinginairports.net/asia/bombay.htm this website. It would seem from these reviews there shouldn't be a problem except it might be uncomfortable even for an airport.
Mangalore airport has immigration staff as it is an international airport so your luggage can be checked in for your final destination (Mangalore) provided this is just one ticket. You would get boarding pass for the Mumbai-Mangalore leg at Dubai at the time of check in.

For those airports in India where there ...
Although you ask about both the domestic and international terminals, you also suggest that both his arrival and departure flights will be from Terminal 2. Frequent traveler to BOM (Chhatrapati Shivaji International Airport) here. I would say 45 mins would be a best case scenario in BOM. My previous experiences at BOM are as follows:
