According to IATA, Sri Lankans need a Bolivia eVISA and they also have the option of VISA on arrival. You can also fill the eVISA from http://www.rree.gob.bo/formvisas/

The problem is I submitted the application there but it seems I need to print it and take it to the embassy??? It didn't even ask me for payment (there was no payment section).

What is your question? If the Bolivian government webpage says you're supposed to print the eVisa application and take it to the embassy...then that's what you're supposed to do. – DavidSupportsMonica Mar 18 at 1:52
