Are you applying in the same country or location where the visa above was issued, and is this country or location your place of principal of residence

I am renewing my H1B visa and I am a little confused to answer the below question in my DS 160 form. Last time I applied from India and my visa was stamped in Chennai, India. This time I am planning to do the stamping in Canada. I believe I should answer the question as No, but wanted to make sure.
