Simple answer, nobody knows! B2 visas for people from VWP countries are harder to get as they immediately imply that you're staying longer that 3 months. If your visa application is denied, then you can NOT use the VWP ever again...

Asking the organization is always the best idea in cases like this. They will have experience in terms not only of what type of visa is required, but will also often have plans or agreements in place with the government to make obtaining the visa easier.

And if the flight is only delayed 23 hours? Or the train breaks down on the way to the airport? Or any of 1000 other things that could go wrong without being an "emergency"... One way or another, you're putting yourself in a situation that can lead to significant pain if anything goes wrong...

@GregHewgill You could leave the US at 11:50pm on the 1st, arrive in Canada on the 2nd (or Australia on the 3rd due to the international date line!) and still be fully legal. And of course, not all countries stamp all passports.

The US does not have (physical) immigration on exit. The time will be based on either the scheduled or actual time the plane departs (I'm not sure which)

BA absolutely do had an interline agreement with DL, however that doesn't mean that they have to interline bags in every situations (eg, it often differs depending on whether you're on one ticket or two). Even then, the question is regarding DL->BA, which is likely very different to BA->DL

Agreed. I had a similar problem with a US Visa a few years ago (incorrect date in the Annotation) and they fixed it and issued a new visa foil within about 15 minutes.
