"If you are not resident then you are a visitor! It's binary." Well, kind of... It's actually more complicated. For USCIS you're a resident only when you got green card. So even if you're living in US on H1B or similar, you're still "a visitor". Yet the state you live in would consider you a resident. Also, I'm not sure if US citizen will ever be considered a visitor.

allegedly it makes it easier for waiters if the tip isn't any weird number, because allegedly at the end of the day they have to add the tip numbers up to figure out how much they've made.

@MasonWheeler: "skilled stick-shift driver being able to outperform a modern automatic transmission are long past" — not they aren't unless by "modern automatic", you mean sequential double-clutch transmission, which is used in high-end European cars, rather than cars on US market.

@RicardoGiaviti: planes internal systems also use GPS. So do some missiles guidance systems. And these fly way faster than any plane.

@chx well, I find whole situation ridiculous. I travel with laptop, value of which well exceeds the limit. So does the mobile phone. And DSLR. Obviously I don't carry any kind of paperwork for them, because I'd assume we're in democratic countries, rather than some high-security prison. I've never heard of anyone being asked to pay VAT except in cases that the device was clearly brand new, still in it's original box.

"you should have declared these items the first time you brought them to Europe" — isn't there exemption for single device of each type for personal use?
