I'm talking to not stop for 10 minutes to take pictures, or not stop for an hour for a picnic. Things like that.

I don't say that rocks on the ground aren't a problem, it's just not the only one. And yes, the road might be slightly unsafe to use, but sometimes there is no other option. Especially in mountaineous areas, it might be the only connection between two villages. And obviously you could make it safer by building tunnels etc. But this costs a lot of money and sometimes, even tunnels are not safe against rock slides (I could provide examples if you don't believe me). One way to reduce the risk is to not stop in these areas. I'm not talking about driving faster to leave the area 10 seconds earlier.

The point of the sign is that you be extra careful and in particular walk through the section as fast as possible to minimize the risk. And I say at least to a certain extend this is also true for roads. You just shouldn't stop on roads like this to minimize the time you spend in the potentially dangerous area to minimize the risk to get hit by rocks falling down on the road.

It's about rocks falling, but very rarely these rocks are kicked down by others people.

That's just not true. The biggest risk is not that others kick down rocks. The biggest risk are unstable mountains. And if you really claim that you can look ahead and avoid rocks that are falling down, you haven't yet seen that many rocks coming down.

The same apples to hiking path. If the risk would be too high, authorities would close the trail instead of putting a thing on.

I don't agree. I wouldn't park my car on a road that has this sign. You dramatically increase the chances that your car gets hit by a rock. Granted, in a car it might probably not be deadly, but still it will cost you at least a lot of money.
