@Casey, in Oklahoma and Texas, it's DPS that gives out IDs/licences. And, no, it doesn't stand for Dorozhno-Patrul'naya Sluzhba, that one's in Russia (ДПС).

Not sure this answer is correct, as there is not supposed to be much passport control between Russia and Belarus, as per travel.stackexchange.com/questions/57094/…. Crossing between Belarus and Russia is alike crossing the Schengen states; although, technically, a US citizen might still require a visa for both countries!

Yes, most of the consulates in Texas are in Houston (which is the largest metro area)! Even though Austin is the state capitol, and is a pretty big and major city in itself, too.

@GayotFow, I think it's still not clear why you make the determination that when the government officials officially lets someone in without checking their documents, without the person at all trying to misrepresent their situation -- why do you judge that such person suddenly becomes an illegal entrant?

do you have any details on this legislation? i've read a comment on the google plus reviews of the SF consulate that you can apply by mail through a new order by Putin, but I haven't found the actual law. I'm really interested in reading the actual law etc. if anyone knows a reference, please kindly share.

@NateEldredge, yes, and to add to your point, Russian passports list the city only in Cyrillic, and just say "USSR" in the Latin duplication (provided you were born in the USSR)

@cpast, the passport photos at the drugstores are a joke. they have the absolute cheapest consumer "fun" cameras (less than 100 bucks), and they don't even have any sort of tripod or anything, the employee simply holds the camera in their hands. That's probably why US passport photos are 2"x2", 51mm x 51mm, whereas European ones are 35mm x 45mm. It'd actually be interesting to compare the quality of the photos on US and non-US passports.
