@GayotFow, I think it's still not clear why you make the determination that when the government officials officially lets someone in without checking their documents, without the person at all trying to misrepresent their situation -- why do you judge that such person suddenly becomes an illegal entrant?

do you have any details on this legislation? i've read a comment on the google plus reviews of the SF consulate that you can apply by mail through a new order by Putin, but I haven't found the actual law. I'm really interested in reading the actual law etc. if anyone knows a reference, please kindly share.

@NateEldredge, yes, and to add to your point, Russian passports list the city only in Cyrillic, and just say "USSR" in the Latin duplication (provided you were born in the USSR)

@cpast, the passport photos at the drugstores are a joke. they have the absolute cheapest consumer "fun" cameras (less than 100 bucks), and they don't even have any sort of tripod or anything, the employee simply holds the camera in their hands. That's probably why US passport photos are 2"x2", 51mm x 51mm, whereas European ones are 35mm x 45mm. It'd actually be interesting to compare the quality of the photos on US and non-US passports.

@NateEldredge, I actually think it might be both -- states and federal government are different domains. Federal government still doesn't let you file taxes electronically without using a third-party, whereas California, for example, does.

@deviantfan, which photo shop do you recommend? I recall that last time I was recommended Walgreens or some such circa 2005 or 2006 or so, they had the attendant use the cheapest 150 USD camera (probably a 20 to 70 USD one in 2015 terms), and held it directly in their arms, all whilst the person were to stand next to some made-up screen; charging like 15$ for such passport photo; needless to say, a photo with an 2014 iPhone would look better that such professional services

frankly, i was most surprised by how clear and vivid my iris and a bit of щетина has appeared on the picture; although russian passports issued through consulates currently only have the photograph as the only biometric parameter that'll be embedded into the passport, the resolution and quality of optics and post-processing seem quite stellar

For quotes on Russian law, I think you also have to quote the date of registration -- day, month, year -- since the numbers seem to repeat themselves each year (but then it's confusing why it seems custom to quote the whole date, instead of just the year!)
