if you're an Oxford comma person, yes. But if you're not (I like apples, pears and bananas) then it doesn't. Hence the ambiguity.

grammatical ambiguity there. Does the clarifier "capable of being mistaken for real weapons" apply to "toy guns, replicas and imitation firearms" or just to "imitation firearms"? If the former, his will be allowed since his toy guns can't be mistaken for real weapons. If the latter, they will not be allowed since all toy guns are banned. I find it more likely it applies to all three, myself.

@Tor-EinarJarnbjo well in that case a letter from the parent with the same last name asserting that the other parent is a parent and is allowed to undertake this trip could perhaps have served the same purpose

whenever a child travels with only one parent, it is wise to have a letter from the other parent permitting it. This would probably have prevented your difficulties. On the face of it demanding a birth certificate seems silly, but perhaps the officer felt an abducting parent might not be able to get one?

for example, you can't get Nexus if you've ever misbehaved wrt to customs before, but you might still be able to get preCheck. I think also you have to have lived at the same address for some period of time for Nexus. And so on. It's not an automatic approval just because you are a US citizen.
