@black: by optimal, it means taking the least time, and if the time length is the same, taking the least number of transitions (in the bus example, you only pay for the bus fare once for a trip)

Yes If you think that trip planning in daily life is homework. A good plan is a suboptimal plan, but still better than a blind choice. It is true that suboptimal plans are not unique (optimal plans might be not unique either), but heuristics for developing suboptimal plans will help us to achieve better than a blind plan. Moreover, I guess it is possible that we can achieve optimal plans using heuristics.
