@Itai maybe for air travel, but for the general food and beverage industry they are probably more expensive. It's definitely better to use solid cubes. Water is cheaper than any average drink. I never witnessed this case, but I worked with this industry and I can assure these things are measured to the cent.

My experience in europe is the same. The only time there was an ´hidden´ was an airport tax. But even than, it was clearly mentioned that all was included except for the airport tax.

I just saw the photos. I can think of 2 reasons there. I saw some people on a boat. I am not sure if you visit like that but if yes: people often move in strange ways/do sudden moves or lean over board to get the best angle or photograph friends. This may be a security measure to avoid destabilizing the boat. Another possibility may be some existing animal colonies that react to sudden flashes.
