@MarkMayo I'm not sure what you mean. Non-prepaid SIMs? As far as I know, PIN protection is a basic feature of every kind of SIM card, at least here in Switzerland. Wikipedia says: A SIM card contains [...] two passwords: a personal identification number (PIN) for ordinary use and a personal unblocking code (PUK) for PIN unlocking. So it seems like a standard thing.

I would like to add something that seems obvious to me, but maybe isn't anymore in the age of smart phones: In addition to the phone lock, have your SIM card PIN-protected. A simple thing, but one that seems to be able to save you quite a bit of money.
