I'm simply pointing out how your movements appear to US immigration, and how that conflicts with what they expect of visitors. Remember that at the US border, you are guilty (of wanting to live there) until and unless you can convince the immigration official that you are innocent. Some other countries are more welcoming.

@gerrit, I meant that a hotel room with the right outlook is hard to arrange, especially in a busy/expensive city. Getting the exact room you want with the right view is partly luck (they may have none of the right rooms left). I've updated my answer to clarify this.

@MarkMayo - I'm not aware of anything in an official source which says an I-94 can be issued overseas or can be used for travel. The article may be confused with first the issue of an emergency travel document, THEN the I-94 (arrival-departure record) is issued upon arrival in the US. The US I-94 is an entry permit - a card issued to a non-US citizen when they enter the US (and is surrendered when they leave). It isn't any form of ID, and is not issued before arrival.
