As far as I can tell there is no other way than to go back to the US consulate in your home country and have your new passport stamped. But this is probably a question better suited for our sister site, Expatriates who may know more.

American Express cards are all issued as Chip and PIN... except for US cardholders who only get Chip and Signature. This is utterly senseless, but it's the current state of things.

Most US banks are not using Chip and PIN, but only Chip and Signature. You can find Chip and PIN cards in the US, but it will take some shopping. Note that Maestro is generally not accepted for payments in the US and usually only works for ATM withdrawals, so it probably will be far less useful than you think.

There is US preclearance at both Dublin and Shannon airports, so it doesn't matter which; you'll come into Chicago the same as a domestic passenger. You'll not have to worry about your checked baggage, and you'll have plenty of time to get out and roam around the city.

The US is not part of the Schengen area. Your US visa has no bearing on whether your Schengen visa is valid.
