@AdityaSomani The F-1 visa and I-20 can have difference dates. For example, the I-20 can be valid for 2 years (e.g. a Masters' program) but the visa issued could have been for 5 years. Of course, an F-1 is useless without a valid I-20, but that's unrelated.

@tohecz If s/he has a valid status, it's not illegal to have an expired visa. The visa is only for entering the country; while in the country, you must maintain a valid status. For example, it's possible to have a valid visa but an invalid status (in that case, you're considered "illegal").
