I don't think that's what it means. From context, it seems to mean that there are no assigned seats (so that people who board first grab the choice seats, rather than people who book first).

On second inspection you're right, I'd misread one Google result. The only occurrences on Google of the exact phrase "cattle call seating policy" are about Southwest Airlines. "cattle call" "seating policy" does return the occasional non-airline uses (e.g. 1). So ok, this is still primarily a travel term.

@jbkkd Under the CIV rules, for all international rail travel in Europe, if a train delay causes you to miss a connection, you are entitled to take the next train. In Austria, these rules apply to national travel as well. It's likely that the 2 minutes in Schwarzach and 4 minutes in Salzburg were timed to allow passengers to transfer while keeping the delay minimal.
