I think GIS is probably the best place. It all depends on what country it's in, and hence what deals (if any) they have with the national mapping agency and how pro-active that agency is. In the mean time, try OpenStreetMap - they tend to be very good at adding new roads, and if they miss one you can fix it yourself!

In the event of pre-announced cancellations of your connecting train, it pays to have booked with Loco2, as they may be able to phone you up to warn you, then re-book you on an alternate connection+eurostar‌​, you can't beat that for service! :)

I'd suggest you break that down into something like "what disabled friendly airlines fly from near Moscow to the Canary Islands", "what disabled friendly methods exist to get from Yaroslavl to <airport as suggested by airline choice>", "what are the disabled facilities like at <airport>", and "how to get from <canaries aiport> to <hotel area> in a wheelchair"
