London Heathrow, for example, have cameras inside the toilets (first hand experience; they are also clearly signed). However, they are positioned in such a way that they can see only the sink-area, and not the urinals, or inside the cubicles.

... I would also say that this approach is common across most UK restaurants (likely excluding high-end restaurants and self-service/ fast food). Regardless of whether the tips are pooled/ individual, the wage you receive by the restaurant is low, and both you and the customers know tips constitute a large proportion of your income.

@Annoyed: I was paid barely over minimum wage by the restaurant (£6/hr). The majority of my income came from tips. As a waiter, I had to pay back 1% of my takings (from bills, not tips) to the company, which was used to pay for bonuses to the rear-of-house staff. Other than that, what I earned in tips was mine to keep.

@MSalters: Having worked in a restaurant, I can't say I've ever heard of service charge (e.g. a tip that reaches the pockets of the wait(er/ess)) being included in each item. Either an additional item is added to the bill (Optional/ Compulsory Service Charge), or it's left entirely at the customers discretion.

Some restaurants add a service charge for large parties (> 6-8), and the very high end restaurants will normally also add a service charge. Some of the service charges you see added to the bill will be optional, but others will be compulsory (mainly from the high-end restaurants).

I strongly disagree that it's the rule of thumb that service charges are included in the bill. I live in England, and have been to France, Spain, Netherlands, Germany and Italy recently, and very rarely see a service charge included.
