I'm a Post-Doctoral Fellow in atmospheric remote sensing at the University of Toronto in Toronto, Ontario, Canada. I first came to Stack Exchange for practical reasons: Tex.SE has been of major help when I wrote my licentiate (midterm) thesis. Since then, I have discovered the joy of many websites. As my network profile will show, I'm interested in travel, outdoor, scientific skepticism, and as I work in academia, also in academia and LaTeX.

My wife (French citizen, US resident) has a US VISA Debit card and this was rejected to rent a car in both El Paso, Texas, USA and Monterey, California, USA. However, her French VISA Debit card was accepted at the same locations.

@Yehuda_NYC That sounds odd, because some insurances are legally required. The page you link talks about supplemental liability insurance, which is legally optional, not about the basic liability insurance that is required to legally drive. US car-owners must have this insurance, which also covers them when renting, hence it's not included in advertised rental rates. Non car-owners might not have this coverage, but still need it to legally drive, so they must get it somewhere. Like other pages, the page you link seems to assume drivers have the legal minimum already.
