@Annoyed However, to add to your comment, the French long stay visa is valid only with a "convetion d'accueil" or "Hosting letter"? Or perhaps I am wrong about this. I thought the "convetion d'accueil" was a parallel to the I-20 or DS-2019 for a US F1 or J1 visa respectively.

@jwenting No. Let me rephrase. I have a valid us visa. Does that mean I can transit this way: India-EU-Madagascar (because thats the cheapest ticket, say). Then what? What does having a valid usa visa and have to do with transitting via EU is my question. A valid US visa doesn't mean yuo can enter the USA. As a student you also need a valid I-20. So to reiterate: why the rule about US visa = no need for EU transit visa?

So what if I have a valid US F1 visa but my I-20 (which shows intent) has expired a while back? My visa doesn't allow me to enter the USA but I still have a visa stamp. Why do some countries only need a "valid" visa and not a "valid and functional" visa? Can someone shed some light on it? Is it just because they feel that since the US visa makes sure that applicants are rigorously probed (TSA pun there), they don't need a transit visa?

Why don't you ask your german research org? I am currently looking at a research fellowship that lasts beyond a year in France -- my research lab suggested a "long stay visa".

@choster Yes, I am aware of that from my involvement in other SE sites. The key point here is I perhaps have a total of 10 hours spread between 2 evenings and what I could accomplish as far as tourism goes for these hours! :)

Walking the 4 miles is a bad idea. Will be generally hot (unless in the winter obv.) and you will be swarmed by people wanting to "take you on a ride"! Friendly piece of advice, try to travel with company and not alone if at all possible in northern India. I find that this approach helped several of my non-Indian friends travel in the northern states which are notorious for being tourist un-friendly.

After several phone calls across the atlantic with several Indian passport offices, I have learned that the address is not a very important aspect of a passport. The passport first page with name, age etc. are far more important. Although the consulate general of India suggested that I could have the "change" noted on my passport's observation page, a little research revealed that this would not be a good idea.
