If you mean babies, or children young enough to be able to walk on their own, they will not be standing on their own feet (but will rather be in a buggy or a caretaker's hands), and giving seats to them will not make sense in the first place. In such cases, people will give seats to the whole caretaker + child.

Regarding your second point, yakuza are indeed often connected to right-wing, but if they do avoid foreigners (which I am not sure), that is not because they are nationalist. That is for sure.

And if the plane as well as the baby were just about to cross the border and each had parts of their body on both sides of two countries at the moment of birth, that would add another complexity. Still worse, if a similar thing happened at a point where three or more countires meet, that will be even more complicated.
