Ah yes, 'creative' book keeping can be found at play in all nooks and crannies of the globe. That can be the trouble with going outside of the established chains from time to time, fortunately not too often though :)

I'll ask. What I didn't know at the time that I wrote this answer is that there are a few passenger liners still in business here with destinations out of the country. It'll be a week before I see him again, any rush?

@hippietrail You're currently in The Philippines? I can ask my Father-in-law. I think they'll take passengers, but it's not something they overtly advertise.

I think taxation also plays into it in some places. Some countries have a different GST depending on where you are.

You are correct. As long as you fill out an honest declaration, customs here will go out of their way to help you. They're out to stop those that go to places where expensive bottles can be purchased at a deep discount and come back with a suitcase full to sell locally without paying import tax.
