@mkennedy There isn't really an "international driver's license"--what is normally called that is really just a translation of your license into a bunch of different languages--it's nothing but an aid for local law enforcement (to avoid things like Mr "Prawo Jazdy" racking up a huge number of traffic tickets in Ireland. "Prawo Jazdy" is Polish for "Driver's License"), not a license. You must already have a license to get translated.

Since he has a car I assume he has a license in his home country. You can use that in order to take the test. In fact, he should be able to drive himself to the DMV on that foreign license.

And take that warning about alcohol questions seriously. Being a non-drinker I didn't pay much attention to the DUI laws last time I moved--and only squeaked by on passing the written test because of that. My impression is they harp on that even more now than they did then.

No--there's no need for him to go through the learner's permit since he apparently knows how to drive. Beware, though, that how you drive in Pakistan is not how you drive in the US--pretend there's a cop watching you all the time until you get used to US traffic.

That's how it was long ago, also--I was there in 1975. In that southeast area the instructions from the military was that we were not to stop for any reason, most specifically people on the road. Even if they were too slow jumping aside and one got hit. We had one encounter with bandits--a line of them across the road, the driver stepped on the gas, they jumped aside at the last second, we missed them by maybe 2 feet.

Quarts are used but you won't be too far wrong if you simply pretend quarts are liters. I do the opposite when traveling in liter territory.

@Calchas Look at the third line of my quote from TIMATIC. Multiple stops are permitted. You can't' have multiple stops without having a domestic flight. Therefore domestic flights are permitted, they're just subject to the 24 hour clock rather than the 72 hour clock.

@Calchas You won't even be admitted without suitable outbound tickets--the only way to violate it would be to not use the tickets you had. Note that you can make a domestic hop on it but doing so limits you to 24 hours, not 72 hours. The clock runs from arrival to the departure time of the leg of the flight that actually leaves the country--beware of flights with stops!

@GreenieMeanie A long string of Chinese visas--that's how they would know there were no overstays or other problems. As for why your entries don't qualify--there are two things. First, it's for air travel only. Second, if the arrival and departure locations differ you're limited to 24 hours--pretty hard to do by train.

Second this. I've been on a plane 20 minutes after walking into the airport with no ticket or flight schedule. (Pre-9/11, family emergency, I knew there were a whole bunch of planes on the route I was flying so I just packed what I needed, headed for the airport and lucked out on the timing.)
