@marke it really depends on how often you going to call. You can check for example the rates of my provider in belgium and compare it with the rates of local sim. I used to buy local sims, but now dont bother because they are often more expensive the simply roaming mobilevikings.com/bel/en/offer/price-plans

I am not so sure if nano SIM cards are so wide spread. Yes for subscriptions, but getting them as prepaid cards, which you often do as a tourist, it can be quite hard to get a nano sim though. Subscription on the other had are not that easy to get as non citizen without a local bankaccount

I would check with the consulate AND the airline. If the consulate says it is allowed (which I doubt), the airline might still deny you boarding. If you are denied entry it is the airlines responsibility to bring you back. In the end they only check Visa and passports.
