No I didn't read the signs or they were all in Vietnamese only or I read and then forgot. In this area of Vietnam every town and city has a lot of official/government/army buildings.

Doesn't look to me like OP is travelling just to get treatment, but even they are, that's still 100% travel. Going to Thailand for a sex change operation or to Europe to get a same sex marriage would be travel. Travelling to the old homeland and wondering if you'll need to get insurance or if you're old country will still give you free medical is also 100% travel. @GayotFow: Why the inconsistency anyway? You didn't vote to close the two you claim are off-topic as far as I can see so why single out this one?
