A quick back-of-the-envelope computation, for which I'm a bit too lazy to show my work right now, suggests that in Canada, by raising the passport fee seven-fold to US$200 every 5 years, Russia could afford to open roughly two additional consulates. Logically, they might be located in Vancouver and Calgary. Does that seem worth while? Note that Russians living in Ontario, Quebec, and the Atlantic provinces - which have about 70% of the population of Canada - would see no significant benefit from this massive fee increase.

I don't think it's really a free-enterprise issue; as shown by the DMV, the government could certainly take the photos itself if it wanted/needed to. I suspect it's more that the State Department doesn't want the expense of operating hundreds of field offices and has judged that having people send in photos provides adequate security.

What time of day? Weekday or weekend? My suggested itinerary would be Flyaway Bus to Union Station -> Metrolink train to Tustin -> city bus or taxi, but Metrolink has a somewhat limited schedule. I think your concerns about driving are totally reasonable - driving in LA can be pretty intimidating, even for an experienced driver.

@O.R.Mapper: See for example nytimes.com/2008/01/29/health/29real.html (and we can take it to Skeptics.SE if necessary). Perhaps "unhealthy" is a better term than "unsafe." Not sure about Europe, but public buildings in the US increasingly have bathroom taps that have no handles, only an optical sensor, and when triggered it dispenses warm water; there is no way to get just cold water. (The sensor also makes it hard to drink or fill bottles, and the flow rate is often low enough that it would take a long time to get very much water.)

@O.R.Mapper: Drinking or filling a water bottle from a restroom tap is often impractical, and sometimes unsafe. (Even in places where tap water is generally safe to drink, the same does not always apply to hot tap water, which is often all you can get from a bathroom tap.)

I don't know for sure, but shrink wrapping luggage seems to be considerably less common in the US than in other places. But as another option, you can probably get a used suitcase for cheap at a thrift store.
