Look for a different currency exchange? US currency remains legal tender forever, and 12 years is not that old. I just looked in my wallet and found a Series 2004 $20, which I must have got from an ATM just last week. If you know anyone who's traveling to the US in the near future, you could also sell it to them.

This is rather different from a traditional traveler's check, though. Typically you would buy traveler's checks with your own currency before arriving, but in this case it sounds like you can't buy Iran Cheques outside Iran. So this raises the question of what the visitor can bring with them to buy the Iran Cheques with.

I suppose this could be an actual technique used by actual criminals, but it sounds even more like the kind of legend that might be propagated by clueless emails and sellers of "detectors" that are just empty boxes with blinky lights. This might be a better question for Skeptics.SE, if you can find a notable claim that this is a serious problem.
