In the TV show Canada Border Security from National Geographic (documentary-style about different real-life scenarios that take place at airports, land and sea borders) custom officials repeatedly use the fact of not having a return ticket as an indication of an intention to remain (illegally) in Canada.

My personal opinion is that this is going to take a while... there is a very old cuban law that forbids "regular" cubans to arrive or leave the country by the sea (they can only use planes, or they need a special permit from the government to board any ship). Until this law is changed, I don't think the government will give his approval for the ferries. Also, it is very likely that the cuban goverment will wait for US to derogate the Cuban Adjustment Act before they make their move.

@MarkMayo It's not that arbitrary, it depends on whether the Cuban government has agreements with your insurance company or not. At the border they have a list of "approved insurers", mine for example (maulife.ca in Canada) is ok. Also the price for the Cuban insurace is per day, not a flat rate.
