It's interesting to note you don't need to generally carry any ID at all - not even a driving licence while driving (I am not sure if that applies only to UK nationals though). An recently proposed ID card system was strongly opposed.

Smoking on platforms away from the buildings is pretty common though and difficult to police.

Wrong - it's in Tower Hamlets, not the City of London. The financial district does extend a bit beyond the City, but it's outside that too. So it is indeed the East End.

On the positive side, it can be relatively cheap, with good facilities and excellent scenery - with observation cars to view it from! Also, the network is extended by "thru-way" connecting buses.
