@Alex, welcome to the site. As per the faq, a vague question is often in danger of being closed without an answer, if people can't work out what you're asking. If you can edit your question and clearly state what you're expecting in an answer, that would be great. Whether it's what would happen if you returned to the states, or how to pay a fine from overseas, or how to check on fines or whatever - what single question are you actually trying to answer here? Thanks!

OK unfortunately this question has become too much of a mess. It's asking for recommendations (against the faq) although semi-specific. It's only very tenuously different to another question, as commented. The question in the question differs from the title question, and then is different again in the comments.
