I'm a Filipino immigrant from USA about to visit home in December. I have a 14-hour lay over in Seoul, South Korea.

Do I need a visa to leave the airport to do a little sightseeing?

According to the visa policy of South Korea and taking into note that you are a Filipino Citizen you will require a visa to enter South Korea.

The fact that you are a permanent resident of the United States will not change this fact.
